I was listening to the news when I heard that a woman upon returning home from evacuation during Hurricane Harvey, found that her home had been vandalized by thieves.   If someone is caught stealing from victims of natural disasters such as, hurricanes, earthquakes, fires, etc. What punishment do you think is appropriate?
